Bug#147543: apt-get dist-upgrade potato->woody removes vi/vim files

The problem happened when I went to upgrade my system from potato to
woody this morning.  I followed the upgrade instructions directly off
the Debian web site.  When doing the

# apt-get --fix-broken dist-upgrade

the vim files were removed, and so were the vi links, leaving the
system without an editor.  Luckily ed was installed to get me through
the rest of the upgrade process until I could figure out what to do. 
dselect showed vim installed, but the files were long gone.  I had to
do a

# apt-get -f install vim-perl

to get the editor reinstalled/upgraded.  Yes, I see that vim package
splitting was changed between the two releases, but that's no reason
to leave the system editor-less.
