Bug#141280: apt: Configuration of apt presents invalid sources for some architectures

I was installing on an m68k machine. base-config opened the apt
debconf dialog for me to choose a server. I chose one that I knew
was speedy for me on powerpc, debian.tod.net.
The configuration failed rather ungracefully, returning something
like 404 or directory not found. I determined that the mirror
I had chosen did not have a disks-m68k directory.
To solve this, I guess an Architectures: field would need to
be added in the mirror-full file, and accompanying changes for
the web interface for mirror owners to designate which arches
they are mirroring.
Then apt could filter its debconf presented list accordingly.
