Bug#89060: please move apt-extracttemplates into apt

Doh, sorry, I should've checked the library dependencies.

I just upgraded ~ 20 machines from potato to woody, and rediscovered
the no-preconfiguration problem. The only workaround I could figure
out was to "apt-get install debconf apt-utils" before I ran "apt-get
dist-upgrade", but unfortunately the former pulls in several extra
packages that use debconf, and those of course don't get
preconfigured.
Given that the apt package is already Installed-Size: 1984, will
another 135k matter much? I agree that apt-ftparchive isn't needed on
everybody's system, but it's hard to imagine that most people DON'T
want preconfiguration.
I'm sure this has been hashed out before, but couldn't debconf use
"dpkg -e"?
