Bug#135049: apt-cdrom should have an option for search depth

apt-cdrom stops if the directory search level gets greater than 7. I used it
for a self burned cdrom where the debian directories are in a packages/
directory:

ls packages/
debian  debian-non-US

Because the non-US directory has a non-US subdirectory, its Packages file was
not found.

It was really hard to detect this problem - why some Packages files were found
and others were not.
