Bug#131252: apt: When built from source, apt always says there is a newer version.

When using apt-get source --build <package> and then
installing that package (with dpkg), apt says from that
moment on that you can install a newer version while it is
the same version, only precompiled instead of homebrewn.

This behavior isundesirable, because when you've built an optimized version
of, say, mozilla: every time you invoke apt-get upgrade, it says there is
a newer mozilla, while the one on your system is actually better.
