    I'm sorry, this seems very arbitary to me..

Whether it is arbitrary or not, that is what the GPL says.  Not just
that the source code must be available somehow, but that there should
be equivalent access.

But there is no need to argue about this.  Since the installation
process installs proper deb-src lines, it seems the problem does not
really exist.  The example file does not really matter.
