Bug#128488: apt-get update should remember if a server is down

My sources.list contains i.e. :
deb http://source.rfc822.org/debian woody main contrib non-free
deb-src http://source.rfc822.org/debian unstable main contrib non-free
if this server is down apt-get tries to read the Packages.gz from main
until it runs in a connection timeout, then it tries to read the Packages.gz
from contrib and non-free. Then the same for the sources.
If apt-get would remember that this server is down, it could save a lot of time.
