Bug#127951: apt: apt returned an error code (29)

I was performing an upgrade from stable to testing when my
`apt-get dist-upgrade` crashed. I added the following lines to
'/etc/apt/sources.list':
deb http://http.us.debian.org/debian woody main contrib non-free
deb http://non-us.debian.org/debian-non-US woody/non-US main contrib non-free
and then ran the above command. After downloading many packages, I got the
following output:

E: Sub-process /usr/sbin/dpkg-preconfigure --apt returned an error code (29)
E: Failure running script /usr/sbin/dpkg-preconfigure --apt
Further attempts to rerun the dist-upgrade result in the same error.
