IMHO debconf should conflict with the right version of dialog (currently
it does conflict with dialog (<< 0.9a-20000730-1)). If this will happen
e.g. in debconf-1.0.21 you can ensure that this problem won't happen again
by depending on debconf (>= 1.0.21) in xserver-common.
