Bug#121132: apt preferences file should handle wildcards gracefully

based on closure of my normal bug 121051, the preferences file does not
handle package wildcards gracefully, but takes only explicit package
names or the acrosss-the-board wildcard, *.
it would be extremely convenient for apt to handle relative wildcards,
like package.prefix* or *package.string*, in the preferences file.
if unchanged, apt preferences docs should state package wildcards are
handled differently from version wildcards. currently, man apt_preferences
says, "selection by version can be done by exact match or prefix match."
