Bug#113395: apt: no way to make apt-get dist-upgrade issue output only when updating

I wish to run apt-get dist-upgrade in a cron job, to keep my system up to date.
I wish to be notified (say - by email) whenever an update took place.
I was using "apt-get dist-upgrade -q -q -u", until I realized that I am not
notified.
I think that the -u option, when given with the -q option, should output the list
of packages updated, if any, but not output anything if no update took place.
