Bug#112853: apt: can't always remount /usr read-only after running apt-get

hi.
i usually have /usr mounted read-only and just change it to install or
dist-upgrade. but sometimes after running apt-get dist-upgrade/install when
i try to remount /usr read-only, it says:
mount: /usr is busy
so it seems apt-get opens some files on /usr as read-write.
