Bug#47625: bandwidth limitation wanted

I administer a small lan attached to the inet with isdn.
During updates and upgrades my users complain that the internet connection becomes too much slow, degradating performances (for example the local bind server has problems contanting other dns servers when resolving names).
I would like to have a --bandwidth-limit=30kbps like option.
