Bug#105968: apt-get install pkg=ver is not always correct



package: apt
version: apt 0.5.3 for linux i386 compiled on Mar  7 2001 19:25:55

ns3# apt-get install apache=1.3.20-1
Selected version 1.3.20-1.1 () for apache
Sorry, apache is already the newest version.
ns3# apt-get install apache/unstable
Selected version 1.3.20-1 (Debian:unstable) for apache
The following packages will be DOWNGRADED
  apache

I installed a locally compiled apache, to get the -1.1 version.  apt-cache
show apache shows both (-1.1, and -1) as being available.
