Bug#104323: Download-only shouldn't ask for a cdrom

When only downloading packages (-d option), apt keeps askin for my potato
cdroms (which is before the http line in sources.list, as I obviously don't
like downloading packages which I have on cd).
It doesn't do anything with that cdrom - except for requiring me to go get
and insert it. This is most annoying.
