Bug#102951: 102951 should not have been set to fixed

There is no reason this bug should have been marked as fixed.  Nothing is
done, the alleged "NMU" still has not shown up, and apt-get upgrade is
still impossible.

Please: 
 (1) explain why you did this, and,
 (2) fix it this time, rather than just marking it as fixed after
     obscuring things with a few merges/smoke/mirrors.

All I can see in looking at the post-merge bug report is:
 > I see you merged this bug report with two others, one of them from me
 > (103020), and set it to "NMU fixed bugs".

It very definitely is not "acting correctly" since apt-get upgrade
is impossible.

Hmm, looking further through the smoke and mirrors of the merge game that
was played, I find this:
 > There is no fixed version of apt available that I can find;
 > the bug does not seem to be the same as the other bugs;
 > the bug is *definitely* not just a bad error message;
 > and I still cannot use apt-get upgrade (same error message), which
 > certainly fits the definition of "grave".

In this regard, this is "the same" as at least that other bug.  Mine was
also brushed off as something it wasn't.

Perhaps someone can look into this attempted disappearing act?  It's been
a long week without a functional apt-get here.
