Bug#100916: apt: dialup timeouts

I normally connect to the world via a dialup from a firewall
running FreeSCO.  I have a time out for FreeSCO, after which
it drops line.  If apt-get happens to hit a quiet period, it
sometime happens that FreeSCO drops the line, while apt-get
is waiting for a packet.  After this, no transfer ever seems
to occur.  It would be nice if apt-get had some kind of a timeout
value, such that if it hadn't recieved a packet in a certain
length of time, it would "tickle" the other end to see if it
could re-initiate transfer.
