Bug#24223: apt and packaging manual are in contradiction

When importing the packaging manual into the policy document, I left
out the chapter on interfaces to dselect; as Enrique said earlier in
this bug report:

So as the packaging manual is now deprecated, this section is not
included in the current policy document and there is no dpkg technical
manual at present, I'm reassigning this bug report back to apt.  If it
is regarded as no longer relevant, please feel free to close it.
