Yes he did. He committed the stuff to CVS-HEAD the moment AJ posted the
suggestion on debian-cd@lists without caring to ask for other opinions. That's
his way of trying to force you to include support for it.
I don't agree at all with the current debian-cd implementation, but you
already knew that. FWIW I'd suggest that you do _not_ fix this APT "non-bug".
I'd rather have non-authenticated CDs than the stuff that's implemented now.
(But still nobody has convinced me that there aren't any other options[1]).
