Bug#92569: apt can't handle an upgrade of the xemacs21* packages

This information should hopefully make it more easy for the apt
maintainers to fix it.

I don't think "apt is doing the right thing" because it's not nice that it
depends on the ordering of the packages whether apt sees that the
dependencies of xemacs21 are fulfilled or not.
