apt totally messed up



$ sudo apt-get -f -u dist-upgrade
Reading Package Lists... Done
Building Dependency Tree... Done
Calculating Upgrade... Failed
Sorry, but the following packages have unmet dependencies:
  abiword-expat:  freeciv-gtk:  postgresql-dev: Conflicts: postgres95-dev but 
it is not installable
                  Conflicts: libpq1 but it is not installable
E: Error, pkgProblemResolver::Resolve generated breaks, this may be caused by 
held packages.

So apt seems to be complaining that ancient, conflicting packages are
uninstallable. 

What can I do to get out of this mess?
