FEATURE REQ: get --no-install

so that you can do a apt-get --no-install install lib* and only upgrade
existing libraries not install new ones.

or some other means to accomplish this..

this is handy when you don't have enough space to install all the new
upgrades at once - so you say
apt-get --no-install install netscape* mozilla* libc6* libg*

i understand --no-install doesn't make sense - but it fits in with
--no-upgrade and --no-remove
