The apt tools have no hooks for translators to foreign languages (as e.g. 
dpkg do). The end result is, that if dpkg is translated for your language, 
the output of apt tools is a very confusing mix of languages.

The sources contain tags marking translatable strings (such as
'_("English text")'), but the gettext-infrastructure is missing. The 
essential .pot-file is not available for potential translators.

I suggest completing gettextizing apt.
