Bug#90103: apt upgrade wants to remove almost everything

What is probably happening is that debconf is being removed, as the version you
have installed depends on the old (0.3) version of apt.  The real bug, though,
is that ~jgg/apt contains an older version (0.5.2) than the latest unstable
(0.5.3), a somewhat broken version in fact, and no accompanying debconf.

You can, of course, download the sources from unstable and compile them.
