ok, i don't get it. if you are not yet connected to the net, how would
you know if the cached files (do you mean the contents of /var/cache/apt
and /var/lib/apt?) are up-to-date?

if you are using a local caching web proxy, wouldn't the web proxy be a better
thing to handle the dialing?
