Bug#89121: Manpages should refer to apt_preferences(5)

While manpages for apt-get, apt.conf, etc. mentions
`preferences file,' `default pin,' or `priority,' their 
SEE ALSO sections do not refer to the new manpage 
apt_preferences(5) at all.

This makes it difficult for readers to understand what 
these are all about, until they happen to notice
/usr/share/man/man5/apt_preference.5.gz file is now 
contained in the package.
