Bug#49420: apt-get -d install should not lock db



This is the same problem with running "-d install" as non-root: "-d" implies
the operation has nothing to do with system admin, and should not try to
lock the db.

Well, indeed "-d" fetches the packages into the cache, and it may be wise to
keep the lock in this case (and hence forbid "-d" in parallel to another
update), and what may be needed indeed is probably a new flag to download a
deb in the current dir (and possibly without its dependencies as well, as
wished in another report).
