Bug#88664: apt; apt-get build-dep chokes on package not in Packages

(This is in a chroot environment, with a custom Packages file which
doesn't have any mention of libqt2.2-dev whatsoever.  But the Sources
file is just the one from unstable.)

Note, selecting xlibmesa-dev instead of libgl-dev
