Well, yes it should. This is a very serious error that cannot be worked
around.
However, it should not happen. I belive you are using the new APT 0.5.0
pinning feature which has triggered a bug.
I would like you to send me /var/lib/dpkg/status and /etc/apt/* while
being able to reproduce this bug.
