Bug#84845: apt: could provide debconf question about what to do with archives after install

Apt itself could provide 2 choices, namely keep archives or run "apt-get
clean", and even a third to ask the user, ala dselect.
Additionally, other packages may want to provide alternative behaviours,
like running apt-move. This could be handled by the debconf scripts
somewhat like the window-manager example in the debconf tutorial.
