Bug#83528: I would like to know the source for a given package

Along with perl(Brendan O'Dea) and java(me) apis.  The python(Jason) api is
the furthest along, and exists on the aliencode branch of mainline apt
cvs.  The perl and java apis are separate modules in the apt cvsroot.
