Bug#57981: apt: bad dhelp link to apt user's guide

dhelp has a link to the apt user's guide in subdirectory "debian".  The link
points to file:/usr/share/doc/apt/users-guide.html/index.html, but there is
no such file.

I gather the link should be to /usr/share/doc/apt/guide.html/index.html,
which does exist.
