Bug#76591: the wrong error message is displayed on interupt

I Control-C'ed a download of packages and was told:

37% [20 gimp-data-extras 2598336/4750kB 54%]Some errors occurred while unpacking. I'm going to configure the
packages that were installed. This may result in duplicate errors
or errors caused by missing dependencies. This is OK, only the errors
above this message are important. Please fix them and run [I]nstall again
Press enter to continue.

Which is obviously not the case here, apt was only downloading packages, not
doing anything to them yet.  Apt does try to configure anything, it just quits.
