Bug#76320: apt: There should be an option to force source resolution to just sources

There should be an option for apt to force it's source resolution (for the
apt-get source <foo> command) to just lookup source packages, as opposed
to binary packages, and then source.

To test this, put only woody lines in sources.list and try this command
(on sparc, since it's package is out of date):

apt-get source icecast-client
