Bug#76177: apt: apt-get --reinstall -d install bc doesn't work ("Sorry, re-installation of bc is not possible, it cannot be downloaded")

I want to mirror parts of Debian on my notebook. Therefore, I've written a
script that downloads installed packages and moves them to ftp (sort of
apt-move, but different). It works fine for most packages, but not for bc,
epplets and a few others. I think this is due to the fact that I'm using
ftp.nl.debian.org (fast, but sometimes out of sync) as primairy, and
ftp.debian.org as secundairy. When I try to do
'apt-get --reinstall -d -y install <pkg>', it usually downloads <pkg> in
/var/cache/apt/archives. Only for some packages, it refuses to download, and I
don't know why. Is this a bug? If not, how can I download the bc-package (and
the others)?
