Well, there seem to be some problems with the new apt. Using apt
as dselect access method, update does no longer work. The problem
is /usr/lib/dpkg/methods/apt/update setting CACEDIR to the value
provided by apt-config. But the output gives:
$ apt-config shell CACHEDIR Dir::Cache
CACHEDIR='var/cache/apt/'
which should be an absolute path!? Or should the value of Dir be
prepended by that script?
I also found some (minor) errors in the apt_preferences manpage:

According to the apt-get manpage, this should be --target-release or
--default-release.
