Bug#74928: APT should be an essential package

OK, I know it was dumb, but I accidentally hit '_' in dselect when I was
on the "Installed Packages" line.
APT was smart enough to tell me that various essential packages were
going to be removed, but it omitted mention of itself! I fixed the
problem with essential packages and managed to remove APT itself at
which point things became less straightforward to fix.
Could APT be an essential package too? I don't think there can be
too many people out there who don't consider it such now.
