apt-get should have a feature --stubborn which should try and download files
that are interrupted while downloaded. 

this ofcourse means that apt should also see the difference bethween absent and
failed files.

Read apt.conf's man page,

Acquire::Retires "100";

Or something. It doesn't do packages.gz right now though.
