Bug#74675: apt-get should have an option to retry downloading until it succeeds

Package: apt
Version: 0.3.19
Severity: wishlist

apt-get should have a feature --stubborn which should try and download files
that are interrupted while downloaded.

this ofcourse means that apt should also see the difference bethween absent and
failed files.
