Bug#71810: mixed cdrom and online sources makes apt-get not prompt to insert CD

When a user enters more sources than just the CD set (i.e. Internet sources),
and the other sources contain the same files as are available on the CDs, and
the wrong CD is in the drive, apt-get doesn't prompt to insert the proper CD;
it just issues a 'wrong cd' message and tries to get the package from the other
sources. This is very annoying on a slow internet connection when you have the
CD right there.
