Bug#69269: apt-get(8) manpage inconsistent with reality

The man page for apt-get lists the config value for the
--fix-missing/--ignore-missing option as APT::Get::ignore-missing,
however it appears that only APT::Get::fix-missing works (at least in
the apt.conf file)
