Bug#67042: marked as done (Upgrade doesn't report REMOVE)

An entire Slink -> Potatoe upgrade has been done except for Perl.
As documented by the script below,
  apt-get -s upgrade
projects no problems in completing the upgrade with Perl.
BUT
 apt-get -s install perl
reports that my whole set of Gnome related packages will be REMOVED
amd a few other innocents in addition.

Which is Correct???????
If the REMOVALs will indeed proceed,
then shouldn't it ALSO be reported by
  apt-get -s upgrade.
If not , this is I think a BAD BUG which will surely aggrevate
many of the LESS WARY!!!!  If someone does a cursory
  apt-get -s upgrade
and doesn't get any REMOV warnings, after
   apt-get upgrade
he will subsequently be a very unhappy/angry Debian when all his Gnomes
are evicted!!!

I've previously submitted this problem as a potential Perl Bug,
Bug#66994:
but it subsequently occurred to me that the difference in the
  Upgrade versus Install
projections warranted submitting it as an apt-get bug as well.

You are comparing two seperate things, upgrade and install do different
things. Both are correct in their own seperate ways.

IIRC perl is an obsolete package, you shouldn't install it. (??)
