This is a valid problem! If an admin chooses to directly force a package
install, then apt needs to honor that decision. This bug should not
be closed.
I'm sorry if it is a duplicate of another. I looked through the list
but did not see what appeared to be the same problem. Perhaps I just
missed something. If anything, though, the bug should be merged with
one of those, not closed.
