Bug#61701: apt: apt-get can't use cache on read-only file system

I followed he instructions in doc/offline to get my 150 MB update through a
machine with a very fast connection, using a CD-R as transport medium (yes,
that's still much cheaper than using my dial-up connection). However, when
using said CD as a cache for apt-get, I got the following message:

E: Could not open lock file /mnt/amnt/cdrom/debs/lock - open (30 Read-only file system)
E: Unable to lock the download directory

I don't know what the lock is for, but I believe it is unnecessary on read-
only file systems anyway. Of course, if if apt-get had not wanted to lock
the directory it wouldn't have worked, because, after copying all the stuff
to my hard disk, apt-get complained about a missing `partial' directory...
