Bug#60372: apt-get multiple-cd problem `ordering unable to handle media swap'

I'm trying to install from a set of 4 CDs burned for me on 6-Mar-2000 from
the frozen potato dist (by Steve McIntyre, UK). Following the installation
using the Rescue and Root floppies, and then CDROM, the process correctly, I
believe, scanned these 4 CDs for me.
However, on attempting to install packages, either using default
installation, dselect, or `apt-get dselect-upgrade' on the command-line, I
get the following message:
E: Internal Error, ordering was unable to handle the media swap
If I put the wrong CD-ROM in, it asks me for the second CD until I put it
in, and then it gives the above message.
/var/state/apt/cdroms.list contains the following:

Kernel is 2.2.14, libc-2.1.3.so. This is just what the installation
installed.
I've tried re-scanning the 4 CDs using `apt-cdrom add -a', but with still no
change.

The [Working] counter got to about 14% before this final message appeared.
Trying again, from scratch, I re-did the installation starting from the
Rescue disk. This time I did not select the `simple' installation, I chose
`advanced', and entered dselect. I did not select anything, merely allowing
it up update whatever it is set to update by default to get the base system
installed and up-to-date.
The apt thing went through. There is a definite problem with the
media-switching thing. It kept asking me to swap CDs, loading a few files,
and then asking me to swap CDs again. After swapping about 20 CDs, and
installing and upgrading a number of packages, it again came up with the
following error, stopping the install process.
E: Internal Error, ordering was unable to handle the media swap
As it is, this is totally unusable. I'm going to have to install my
packages by hand from the CDs using dpkg. Does no-one work from CDs any
more ? I don't think they are faulty - anyway, if there was a problem with
the format of the CDs, then we need a more sensible error report.
Definitely something needs fixing here.
