I'm afraid it does. It is apt that is hanging, not emacs (as
determined by top). It hangs near "Building Dependency Tree... "
though I'm afraid I can't remember exactly where.

In any case, it can't be emacs[1], as invoking dpkg by hand solved the
problem.

Are you really, really sure that apt will realise it must first
install and then remove a broken package that has been marked for
removal in dselect?

[1] I guess it might be partly the fault of emacs, and partly my fault
for getting the system in an unusual state, but I feel that apt should
cope, or at least exit and suggest I try invoking dpkg manually[2].

[2] Reinstalling and then removing a broken package isn't ideal either
mind you - especially using a pile of floppies taken to uni each day.
