Bug#55991: Doesn't work if only Packages.gz is available

Hi,
I used to only mirror Packages.gz, but not Packages, which used to
work, but now I get:
# apt-get update
Reading Package Lists... Done
Building Dependency Tree... Done
W: Couldn't stat source package list 'file: frozen/non-free Packages' (/var/state/apt/lists/_debian_dists_frozen_non-free_binary-alpha_Packages) - stat (2 No such file or directory)
W: You may want to run apt-get update to correct these missing files
with
deb file:/debian frozen main contrib non-free
in /etc/sources.list. (I manually created Packages for main and
contrib, so they work.) If all Packages files are there uncompressed,
everything's fine.
It would be nice if only having Packages.gz would suffice.
