Bug#54982: apt: APT should mention recommends when installing

I've looked through the current buglist and although this bug is somewhat
related to #42266 (apt: wish: an option to treat recommends as depends)
and #38376 (apt: apt-get remove doesn't mention Recommends to package)
it was never filed in this way as it seems.
APT should - additional to the above wishes - inform about recommend
packages when installing.
