recommends should be depends



Package: debiandoc-sgml

While figuring out the build depends for apt, I came across an interesting
problem.

Apt needs debiandoc-sgml to build, which is fine.  However, when converting
the sgml to its output format, it fails, for lack of the nescessary perl
libraries, namely, libi18n-langtags-perl and liburi-perl.

Jason has said that debiandoc-sgml is useless without these, and I would agree
with him.  Also, if these suggests are not changed, then lots of pkgs will
have to have build depends on these recommended packages, and it will increase
the work load of other maintainers.

I do not know if the other recommends should be changed to depends, however.
