After an apt-get upgrade and also after an apt-get dist-upgrade
/usr was mount read-only. I could not umount it, it was busy.
A reboot set up /usr again read-write.

Do 'rm /etc/apt/apt.conf' and heed the large warning that says the
configuration file in examples is NOT to be used in its interty.
